Do people understand the difference between an individual Racist and a Racist Nation?

Some argue that the USA subjugates and undermines its minorities hence a Racist nation, like Israel for example, whilst there are also individual Racists like Joe Wilson who are steeped in Racist History although it can not be claimed that ALL people in America are racists..... Do you understand the difference?
