I got a ticket for violation 39:3-33 Improper Display/unclear Plates? How do I dispute it?

Gosh, sounds like NJ is as bad as California as far as vehicle rules. How crazy is that to have a dealer installed plate frame and get ticketed for it! What a lame law! i feel your pain! This is very NJ! They do not like vehicle identifiers posted anywhere. In fact public vehicles such as buses cannot even have the manufacturer emblem attached anywhere on the unit! Quick...get out of socialist NJ!
