How Can i get this annoying haze of my 99 civic windows all of them Please Help!?

Have you tried a bit of vinegar? This site recommends pure vinegar in a spray bottle for cleaning windows, so I'd try that. You may also find that crumpled up newspaper or something with microfibers will help clean the film off as well.
