Why are Taurus men are such teasers?

This Taurus guy and I have been hot and cold for months, so I sorta started to give him the cold shoulder and not paying to much attention to him. Some-days he would be agitated with me and some days he couldn't keep his hands off me. But lately he joke (so I think it is a joke) about us being intiment. I think he may just be a total tease, if he was any slower on making a serious move, I would faint. So my question is why are Taurus men so gamy and teasers.
